• Observation sequence definition format
• Target list with priorities
• Altitude-based automated target selection
• Meridian-flip handling
• Dither patterns for imaging

Acceptance criteria

• A sequence can be defined, scheduled, and executed against simulators.
• Integrates with scheduling/safety (no slew through meridian/limits unsafely).
• Tests + docs.
