[meta] Team & ownership charter — standing maintainers + backlog assignments

Purpose

Establish a standing maintenance team so NIGHTWATCH stays continuously usable, and assign a single responsible owner to every open backlog item. This is the human-readable companion to the governance now committed in the repo.
