Once a peer joins the network for the first time, and when their availability changes, they can broadcast their availability to the network, allowing everyone to keep an up to date list of active peers. This enables each peer to disconnect from the signaller and negotiate new connections entirely through their existing connections. If a peer disconnects from them, they can negotiate a new peer through any of their existing peers to bring their total of upstream peers up to the safe level.
