[1.15.2] No option or control option for Numpad 3 + Numpad 4

Issue Description:

Cannot view recipes outside of inventory / JEI by pressing Numpad 3 or 4 while looking at a block like how I could in 1.12.2. I have JEI installed, as well as latest version of HWYLA and WAILA and WAWLA.

What happens:

Nothing. Doesn't exist under "Controls" either.

What you expected to happen:

Opens up JEI and views recipe / recipes used after pressing the control numpad 3 or numpad 4

Steps to reproduce:

1. Press Numpad 3 or Numpad 4 while looking at a block
