Chart tooltip timezones wrong

In some US timezones, monthly charts are displayed wrongly. This seems to be because even though this is displayed as "September 2024", the actual date is September 1, 00:00 UTC, which would be something like August 31, 19:00 in a more westerly timezone.

Possible fixes: either in the chart subsystem, or pass the user's time zone along to the analytics DB
