Add root commands for build, test, deploy, and seed workflows

The repository has no root package or task runner that connects Rust, SDK, deployment, and seed commands.

Acceptance criteria:

• Provide discoverable commands for common contributor workflows.
• Keep tool versions and working directories explicit.
• Document the commands in README and CONTRIBUTING.
