Relax RE Framework Version Requirement

Currently, the plugin is set to only load on the exact version of RE Framework that it's linked against. This is needlessly restrictive, as successive RE Framework versions rarely introduce significant changes in behavior or binary incompatibilities. Find the oldest RE Framework version that will load the app and set that as the minimum required version.

Just wanted to add that unfortunately v1.5.9.1 of reframework seems to break RE3 and although the nightly build fixes it the game also breaks with nightly + refix

This needs to be reported to praydog on the RE Framework repo. I always test and build against latest RE Framework. I can't do anything if RE Framework has a bug, but it is a good incentive to make REFix work with older RE Framework versions in case this happens again.
