Goal: To define arbitrary FoV (band, depth, footprint, ra dec limits), and obtain ranked lists of pointings for a given event from Teglon. We also want to give/specify arbitrary skymaps, because GWTM can make skymaps that are renormed by all completed pointings.
Map forward:

Teglon adds the option to tile galaxies in the event localization with a given FoV for larger telescopes, and the infrastructure to do it all by simply manipulating cached data with SQL commands under an API call.
