Retire flask version of TM

Now that we've merged the new fastapi version of TM and deployed it as prod, we need to retire the azure deployment of the flask version.

Backed up everything from the azure node including a final database dump.
Double checked that we've copied everything from azure storage to swift. Re-copied missing and differently sized files.

Someone with the azure login credentials will need to delete the azure resources. @cmccully ?
