No support for EC2 compressed form

There is currently no support for the bool-value Y-coordinate compressed form described in [RFC 9053](https://www.rfc-editor.org/rfc/rfc9053.html#section-7.1.1). Some of the COSE examples in RFC 9052 use this compressed form and cannot be reproduced or validated with pycose.
