Add a CODEOWNERS file #172

Description

@RaymondAbiola

Summary

Review requests are not routed automatically, so every pull request waits to be noticed. Encoding the maintainer as owner makes the routing automatic and the expectation visible.

Acceptance criteria

  • A CODEOWNERS file assigns ownership for the repository.
  • The named owner has access to the repository.
  • Review is requested automatically on new pull requests.
