bookworm and next-bookworm images failing to build on arm32v7

Just a heads up that the Debian Bookworm-based arm32v7 images are failing to build.

actually @yosifkit is it still failing on the 6.63.0 build? I know pnpm added some additional build targets in 12.4 (which 6.63.0 uses) so I'm curious if it works now.

should be fixed by #486, will close once docker-library/official-images#22242 is merged and the build is working again (I did validate locally using emulation)
