Allow users (and admins) to edit and/or delete their own attacks' names

This was brought up by @pahp earlier after a recent dtanm run.
This would be limited to editing attack names since allowing edits for attack data could easily be abused to shift goalposts, but allowing users or admins to update attack names would allow correcting / clarifying unintentionally misleading names.
