[FEAT-UI]: Build out table in Storm Tracks tab to display selected storms

• build UI of table to display selected storms
• get columns needed for table
• make filters section & new table section collapsible

i) Need to tighten up table existing filter component to free up canvas space
ii) Resolved to put table component at bottom of canvas, can be collapsed and won't take up more than 1/3-ish of the canvas
