[Wip] ircddbgateway cleanup and extend

While we've started the ircddbgateway remote control, it's sloppy. There's also a bunch of data that's transmitted that is just dropped on the floor.

• Repeater Details
• Actual/More error handling
• UDP retry
• Consistent packet handling Unpack vs Substrings
