[hard] Add load tests for transaction submission under burst traffic

Summary

Transaction submission has never been load tested, so its behavior under burst traffic is unknown.

Requirements

• Add a load test script simulating burst transaction submission
• Measure latency and error rate at increasing concurrency levels
• Document observed limits and bottlenecks
• Add the load test to a periodic or pre-release CI job
