Make members editable

Implementation of this uncertain. May already be partially or fully addressed in old issues or pull requests from a few years ago.

Last I checked, the secretary has the ability to add/edit members, but it was a pretty limited UI

Secretary can currently add, but not edit. I have editing somewhat working locally, but not an easy-to-use interface yet.
