Tropical fish bucket item data is missing (1.21.4 server)

Bug Description

When I join a 1.21.4 Paper server, I can't see what tropical fish is in buckets

(Not tested on any other server versions or variants)

Steps to Reproduce

1. Join a 1.21.4 Paper server
2. Obtain a Bucket of Tropical Fish
3. Hover over it in the inventory
4. It does not say which fish it is

Expected Behavior

It should say which fish it is
