Feature: Shapefile import for fire perimeters (validation + UI)

Importing perimeters in shapefile format is mentioned in some places in the code and documentation (e.g., in closed issue #35) but that option is not available on the test site UI. I haven't been able to find anything in the repo about removing the shapefile import option.

Will importing perimeters as shapefiles be implemented later, or has it been explicitly excluded?

Some FBANs in an agency have said it would be helpful to avoid having to convert the format externally.

This could be split into tickets.

1. Ticket A – Shapefile validation

• Implement robust server-side validation of shapefile inputs (raw directories via .shp selection, or zipped shapefiles).
• Ensure all required components are present and consistent before attempting import.

1. Ticket B – UI support for shapefile upload

• Extend the UI so that users can choose Shapefile as a perimeter upload option.
• Wire this UI to the existing GDAL-based import pipeline once validation is in place.

Suggested that zip files would be uploaded to then validate, as an unzip operation cannot be performed on the clients machine. I wonder if this would trigger IT SEC concerns due to the opportunity for malicious payloads.

@nealmcloughlin - This work could be split across multiple sprints:
Sprint 1 – implement shapefile validation (server-side checks and error handling)
Sprint 2 – add UI support for shapefile upload and hook it into the GDAL import flow.

• Child B — UI support: Shapefile import: UI support (parent #228, ticket B) #268 (Backlog, blocked by Refactor: unify server-side perimeter validation (GeoJSON + KML) #267)

Keeping this issue open as the parent until both children land.
