Support sources with arbitrary projections #1

Overview
Currently sources are assumed to be in WGS84 (SRID 4326). Some sources might have different projections that we can project into 4326 and 3857 in the datastore when we pull it in.
Possible Solutions
Add an option to the CLI and "populate" functions to specify the source's projection.
