Update the json updater script to talk to NocoDB

We should be able to update the devices.json file in the repo directly from NocoDB so that it serves as an open data backup as well as being useful to the project.

A CI script can automate checking if it is out of date.

I believe this updating of devices.json from NocoDB has been implemented by @kny5 and requires an API token (this change is in master now). I am not sure if CI calls this update code each run or not.
