Conditionally include links to spot mapping pages on React encounter details page

Based on Wildbook configuration, include links to I3S and Modified Groth pages.

Example from "classic" encounter page:

The configuration setting enable this in commonConfiguration.properties is
useSpotPatternRecognition=true|false

No need to show image[s] in this version.

Open questions:

• Do we have encounter method[s] to determine # of spots added?
• Do we have encounter method[s] to determine which side (left, right)?
• How to handle action for "Remove spots"?
• How to handle action for "[reset left or right spot data image]"?
• How to handle action for "Scan for Matches" / "Start Scan"

Design

• Figma link (static or prototype; specify)
• Component list/reference
• Navigation sitemap
• Product theme references and any known in-line customization that may be needed

looks like most of the pieces we need can be pulled from encounters/spotMatchingAlgorithm.jsp where this section of the legacy jsp page is generated. some things (values, urls for links) can just be delivered via encounter api, but others (like the actions -- "remove spots" etc) will require some frontend (popups) work but likely can recycle the backend servlets for the functionality (e.g. EncounterRemoveSpots).

• Encounter Details Page -> More Details -> Spot Mapping Algorithms
  • When there are no spot maps
  • When there are spot maps, but scan tasks has not been run
  • When there are spot maps and scan tasks have been run before.
