IoT - Location-based roles do not give access to encounters

Expected behavior
Having a location-based role gives a user access to view and edit any encounter that has a location ID that matches the role.

Current behavior
Location-based roles don't let the user with it view encounters with the matching role and instead prompts the user to start a collaboration with the owner.
