Projects - Take action on multiple encounters at once

Add a feature in Projects to allow users to take an action on all encounters in a project, such as delete, restart a match, or edit metadata. Currently, users can only take limited mass action on a bulk import.

Note
Make an obvious distinction between deleting encounters from a project and deleting the encounters themselves.
