[WinMM driver] Add support for CMI8738 PCI FM card

CMI8738 is legendary for its inclusion of YMF262 ASIC core on it (and extremly cheap price). Several utilities exist for it - itoken's MAmidiMEmo Windows 11 driver, DOSBox's hardware passthrough... I don't know if datajake's or Nuked's drivers worked with it. Though, this project's WinMM driver surely does not. Would it be possible to try implementing that?

Hello! I could try to implement some of this once I figure how to build a kind of kernel module to send data by hardware address without of ports DLL thing that is used by OPL3-BE to work with hardware.
