Add mobile notification diagnostics and recovery controls in settings

Overview

Mobile users can toggle push preferences, but they still lack clear visibility into permission state, token registration health, and how to recover when notifications stop working.

Scope

• Show notification permission status, push enablement state, and last-known token registration status in the settings screen.
• Add recovery guidance for denied permissions, simulator limitations, and token registration failures.
• Keep the diagnostics readable for merchants while still being useful for support and QA.

Acceptance Criteria

• Merchants can understand whether push notifications are enabled and working.
• Common failure states have a visible recovery path instead of silent confusion.
• Settings no longer rely on hidden assumptions about notification readiness.
