acarsdeco2_windows_20181201 cannot work with rtl-sdr blog v4 devices, the software can detect the device but cannot receive and decode the acars signal

I second this.
There are also several things wrong while reading and writing the sqb files on Windows 11 25h2 (along with build 26200.7019, my copy), and may also affect other versions of windows as well, and is not just prevalent in the batch: The whole program doesnt work at all for these versions on the v4 device because:

Program also refuses to change freq correction for this device. It needs to be supported, even though the chip inside these devices are no longer made. Thanks RTLSDR Blog. sigh.

Program also cannot make sockets with ad2 (tested already, with a 404 return code), especially with localhost. Didnt test PP, and respected others, but p sure this could also be affected. It could also affect the --pictures-url, and other url elements if one were to use this.
Here is an example dump of the console. Nothing happens with decoding as per OP.
The frequency correction should NOT depend on third party sdr apps. All those apps have been around for a long time and so has the dongles. They have major improvements, even if one were to "warm it up". -90 should be at least reasonable to shift the spectrum to 131.55*. Not 53.
