udev .rules don't always flash firmware to all devices (8 devices present)

> One other thing that I’ve noticed is that the firmware does not always flash to all the devices on boot. We have the udev script in place and maybe every other boot 1 of 8 cards does not load, but then if I run the loader script after the last card comes flashes successfully.
