[FEATURE] Emergency Communications using APRS

Is your feature request related to a problem?

The concept here is to use APRS to send messages similar to how we request Weather or spot our selves with POTA, but its for emergency use.
I have given a mockup of what it could look like in OHC

Describe the Solution You'd Like

We would need a layer for APRS and then be able to filter on the messages we receive and be able to decode them, similar to how weather is encoded. For EmComm we need to know details about shelters, food, power etc. All of that can be transmitted in APRS (67 characters)
