Skylight separate crate

Hi,
I would love to separate the usage of skylight apis into a separate crate so that other rust projects can use them, (i'm working on a sketchybar like app in rust) and so we can share the workload of skylight api documentation

@auscyber - another window manager, Paneru, would be a good place to start.
Its platform dependent code and Skylight bindings are already quite separate from the rest of the logic - behind a trait interface. So that would be a good starting point to design an ergonomic crate API and try it out.
