Unable to install plugin version that isn't latest

Feature description

adapt-cli currently has validation in place that blocks any plugin version update that isn't the latest. Would be nice to be able to install any compatible version.

This should probably never be a standard UI feature, but would be useful for in some use cases + for debugging.

Can you work on this feature?
