Gang support in Workload API support for kube-scheduler

What you would like to be added?

Workload API already support basic gang feature from kubernetes 1.34+, we could add this support now

Why is this needed?

Some customer still leverage kube-scheduler, we should guarantee basic gang for this type customer.

Hi @kangclzjc, I drafted GREP-531 in #605 covering the design for Workload API gang scheduling on the default-scheduler backend (phased across K8s 1.35 / 1.36+ / 1.37+). It supersedes the earlier draft in #532. Would appreciate your review when you have a chance.
