Add a mechanism for reporting skipped tests

I don't think we need to add anything special for saying "skip this test" - wrapping the test definition in an 'if' block for conditional definition seems good enough for me - but we should report on any tests that do get skipped, because otherwise we're not technically xunit compliant.
