Comment out the update-helm-values step and its related commands. We do not want staging being upgraded due to this workflow since it breaks the setup there.

Comment out the update-helm-values step and its related commands. We do not want staging being upgraded due to this workflow since it breaks the setup there.
It needs a proper rewrite to make it work with new envs so just commented it.
