Implement a new `setup` command or update the `init` command to create auto-run configuration on a specified removable drive

The goal is to configure auto-run for a removable drive such that the download automatically starts whenever that drive or memory card is inserted into computer where this tool is installed.

The primary goal is to get it working on Windows; no plans beyond that for now.
