Add `sech-ch-ua-platform-version` to `header-generator` package

The header-generator package currently doesn't set any sech-ch-ua-platform-version header (MDN docs).

Motivation
Why would you like to have this feature in the SDK. How would you use it? How would it help you?

@barjin There seems to be a recession in the fingerprint data. The user agent data no longer includes bitness, arch or platform version which were previously included.

It seems 2.1.66 was the last version unaffected, every version after that has had this data omitted.
