Remove dead and obsolete code in snapshot server #45
Description
The snapshot server has code in it to return code about "data scopes." It depends on a database schema that we no longer have.
Also, the new code for sqlite snapshots uses a more robust query to get a list of tables to return -- the JSON snapshot code should do things the same way.
