Database cache not working

Dear all
Database cache seems to be broken due to publish failure.

The NextUpdate remains valued in the past.
It seem to match to three days after the last successfull github action on current projet.

Workaround
Current workaround is to manually update NextUpdate in the metadata.json but the database version downloaded still is an old one.

We have problem with trivy-java-db build.
That's why the NextUpdate field may be before the actual date (even if you just downloaded the database).

We are already looking for a way to fix this - #52

You can use --skip-java-db-update to avoid downloading trivy-java-db for every Trivy run.
