Trivy Java DB failing to publish

Hey Trivy Team,

Just wanted to flag that the Trivy Java DB is failing to publish with the latest release getting published 17 days ago.

Looks like the "Build DB" action is failing due to getting rate-limited (429 Too Many Requests): https://github.com/aquasecurity/trivy-java-db/actions/runs/14434791198

You're probably tracking already. I guess moving to GCS' maven index is trying to mitigate this? #55
