Plugin proposal: TemporalGovernancePlugin — PoT for vote ordering

Summary

Propose a governance plugin that adds Proof-of-Time (PoT) to Aragon OSx votes.

Problem

Current vote ordering relies on block timestamps which are manipulable. Retroactive voting manipulation and flash loan attacks are undetected.

Solution

TemporalGovernancePlugin: each vote submission includes a PoT attestation proving the exact time of vote submission via 4 independent HTTPS time sources.

Benefits

• Prevents retroactive voting manipulation
• Flash loan votes provably sub-second → zero weight
• Cryptographic audit trail independent of block time

Hi Aragon team,

Following up on this proposal — we wanted to share where we are and ask for guidance before proceeding with any code.

Where we are:

• The TemporalGovernancePlugin concept is designed as a Plugin for the Aragon OSx framework, extending the governance flow with Proof-of-Time attestations.
• The underlying library is published on npm (openttt) and has an IETF draft in progress (draft-helmprotocol-tttps).
• We have 64K+ temporal proofs live on Base Sepolia demonstrating the attestation mechanism.

Before writing any code, we'd like to ask:

1. We've reviewed your CONTRIBUTION_GUIDE.md — should we target the develop branch for plugin PRs?
2. Are there specific plugin architecture requirements or interfaces we should conform to beyond the standard IPlugin pattern?
3. Would it be helpful if we joined the Aragon Discord developer channel to discuss the design first? Happy to do a walkthrough of the temporal proof flow before submitting anything.

We want to make sure any contribution fits cleanly into the OSx plugin ecosystem rather than introducing unnecessary complexity. Looking forward to your feedback.
