Using poetry for requirements and changing Python supported values to 3.7+ #35

Description

@aroberge

Using poetry to keep track of requirements, both for release and development version. Doing so, moving to only supporting latest versions of tools, which means that Python 3.6 will no longer be supported. This does not mean that ideas will not work with Python 3.6; however, it will no longer be tested with it.
