work-sdk v0.3.0: GitLab support and safer retries

I built work-sdk because giving an agent a raw issue-tracker client is easy. Making the write inspectable, stale-safe, and retry-safe was the annoying part.

v0.3.0 adds GitLab.com and GitLab Self-Managed alongside GitHub, Linear, Jira, and Azure DevOps.

The GitLab adapter is deliberately conservative:

• missing labels fail before GitLab can silently create them
• non-native issue types need an explicit map
• multiple assignees are opt-in
• every create or update is read back and verified

The core also closes three edge cases: no-op updates no longer mutate provider state, idempotency keys are bound to one intent, and unknown runtime actions fail closed.
