Josef and I have been talking about a win condition, I don't really like that approach since it implies that you can finish the game. In my opinion milestones would be a better idea. They could work as levels, or checkpoints, or achievements, or a way to unlock new perks; perhaps your monthly income will increase? perhaps you will get more followers on your project which give cool feedback? perhaps your project will be forked more?.
Just throwing out ideas, my point is; don't make it so that you can finish the game. Or, if you do like the idea of being able to win, an approach a lot of web based games take is a weekly or monthly reset. At the end of the week/month you will see a leader board, and the next day everything will be reset, a fresh chance, perhaps with perks that you won in a previous match.
