`tappr tap install` should delete and re-create the registry secrets.

`tanzu secret` CLI which is used internally to create secrets during TAP install does not support updating the registry domain. Only the credentials. So if a user updates the domain, and tries to re-install TAP, the installation stays in the failed state.
