Add meta flow to help people with initial investigation/clarification?

One problem that we've run into is that sometimes people don't know which flow they need:

• Submitting a bug for a feature request
• Submitting a feature request for a feature that already exists
• Submitting a feature request for a feature that exists as a package
• Submitting an issue that duplicates one that already exists

And then there are common requests where people may just need to be directed to the documentation. Having something that people go through first that asks the preliminary questions like "Have you tried Safe Mode?" and "Have you searched the issues list to see if this has been reported already?" or even helps them with these tasks might be helpful.
