Make the package list less daunting

I'm definitely open to suggestions here. I suspect that things at the top will be selected when people just don't know which to pick. So whatever system is used to order things is going to mean that those packages at the top will probably get more spurious bugs ... which is why I just went with "Atom Core" and then "everything else". I also feel that the more we deviate from alphabetical ordering, the more we're going to get people not finding the package they're looking for and filing a bug for that 😀

Possible, yes. Might consider using atom/select-list-view before the BugReportView is opened to select the package.
