term server local chat in line shell needs to use a line oriented interface

We need to build a line oriented interface for local chat when the user's session is using the line shell. At present the local chat using TUI shell instead.

This can take its time being implemented. At the moment line shell is a second class citizen in the term server and is disabled by default.
