fix(DB/Quests): Fix Sleep Giants quest requirements

Changes Proposed:

This PR proposes changes to:

• Core (units, players, creatures, game systems).
• Scripts (bosses, spell scripts, creature scripts).
• Database (SAI, creatures, etc).

Fixes incorrect quest requirement and adds missing whisper from Mage-Lieutenant Malister

Issues Addressed:

• Closes Quest Sleeping Giants has wrong prerequisite #23687
• Closes [Howling Fjord][Quest] Sleeping Giants has wrong prerequisite chromiecraft/chromiecraft#8564
