ISO Topic Category is not displayed in UI unless record is being edited

When a user views a geographic record, and application is not in edit mode, the user should be able to see the mandatory ISO Topic Category value(s) that have been applied to the record. Currently the ISO Topic Categories can only be seen when the record is in edit mode.
