Bump semver tag only when changes to HCL files merged to main #6
Currently releases must be manually tagged, and it's a manual process to decide if a new tag is needed.
Ideally, when changes to HCL files are merged back into main, they should ultimately trigger a new release/tag (which would trigger a production build and push of the new image).
